Infarmed grants eight new licenses for medicinal cannabis in Portugal. Check out the lists and the updated map here

There are new companies licensed by Infarmed to operate in activities related to medicinal cannabis in Portugal, according to the lists published on the Portuguese regulator's licensing portal. With more than 20 tons of cannabis exported in 2024, Portugal has consolidated its position as the world’s second largest exporter of cannabis, only surpassed by Canada. After the maps published in 2022, 2023 and December 2024, we are once again providing this public service to our readers, updating the lists of all licensed cannabis companies in Portugal, in order to facilitate consultation for cannabis industry professionals. You can see the lists of all licensed companies below, in map versions and also in alphabetical order.
In March 2025, four new companies acquired Cultivation, Import and Export licenses — BudFarma, Cannrey, Durga and Emeraldestiny. Three obtained Trade licenses — Canascer, Cannprisma and Quantung, the latter of which also acquired an Export license and appears on Infarmed's lists for the first time. Galaxiavertical, which had ceased to appear on Infarmed's lists last year, has now returned to Trade, Cultivation, Import and Export activities. On the other hand, Cannexpor Pharma is no longer on the lists.
Portugal currently has 41 companies licensed for cannabis cultivation, 24 for manufacturing, 51 for import, 51 for export and 15 for trade and distribution. Of the 61 licensed companies, 25 are EU-GMP (Good Manufacturing Practices) certified. It is worth noting that several companies hold different types of licenses for different areas of activity related to cannabis.
In addition to the companies already authorized in the different areas of activity, it should be noted that there are many more in the decision phase and awaiting inspection by Infarmed to obtain a final license: at the end of 2024, 94 were in the development phase to receive inspection for cultivation, 39 for processing, 100 for import and export and 20 for distribution.
As of 20 December 2024, according to a report published by Infarmed, there were still 125 companies in phase 2, i.e. with the necessary documents to continue their implementation in Portugal. This means that it is quite likely that the number of companies operating with cannabis in Portugal will increase considerably in the next two years.
Please note that these companies are constantly updated on the Infarmed website and that their location on the map corresponds to their tax headquarters – not necessarily to the place of cultivation or the activity carried out. Some of these companies hold several types of licenses.

With a professional background in CAD technical drawing (2D and 3D), João Xabregas is an activist and advocate for all uses and applications of cannabis. He discovered and entered the world of cannabis during his youth, where he developed a special interest in the cultivation of the plant, which led him on a journey of self-learning through the world of cannabis that continues to this day. His adventures linked to cannabis cultivation began with the same goal as many others: to be able to guarantee the quality and eliminate any possible risks to his health of what he consumed, as well as to avoid any type of dependence on the illicit market.
