Portugal: New cannabis seizure in Grândola exposes yet another illegal trafficking operation disguised as a medicinal facility

As part of an operation to combat drug trafficking, the Judicial Police (PJ) seized more than 2.200 kilograms of cannabis leaves today from a company in Grândola, in the Setúbal district. Although the company's identity has not been revealed, the establishment in question claimed to be engaged in the production of medicinal cannabis, but investigators suspect that it actually supplied cannabis to criminal networks for the illicit market.

The operation, conducted by the Southern Directorate of the PJ in coordination with Infarmed (the regulatory authority for medicines and health products in Portugal), arose from ongoing investigations related to illicit drug trafficking. According to the official statements, the production site was part of a wider network of drug distribution across the country and potentially across borders.

It was confirmed by a PJ spokesperson that the establishment, located in a rural area of ​​Grândola, was not operating transparently and within the legal framework expected of licensed cannabis producers. The police report highlights fundamental concerns regarding irregularities and violations of regulations regarding medicinal cannabis.

This substantial seizure arises following a previous seizure, which occurred on June 17, during which four individuals—three men and one woman, aged between 25 and 45—were arrested in Grândola and Lagoa, in the Algarve. All suspects were foreign nationals and were arrested on:

  • 20 kilos of hashish;
  • MDMA crystals;
  • More than €20,000 in cash;
  • Equipment for pressing hash, vacuum packaging, dosing and labeling substances.

Following the arrests, the suspects were remanded in custody while authorities continued their investigation into the full scope of the operation.

Although the facility presented itself as a legitimate cultivation site for medicinal cannabis, the reality was clearly different. According to law enforcement, the purpose was not therapeutic use, but rather the supply of large quantities of illegal substances to organized crime networks.

This case highlights the challenges associated with regulating cannabis production in Portugal, where the distinction between medicinal use and illicit trafficking can sometimes be manipulated by individuals involved in criminal activities. The use of seemingly licensed operations as fronts for illegal distribution requires stricter monitoring and compliance checks by authorities such as Infarmed.

It appears that, despite Portugal's progressive approach to decriminalizing and regulating drugs, the incident in question highlights the ability of criminal enterprises to exploit gray areas of the law to mask their operations.

The case is currently under the jurisdiction of the Faro Department of Investigation and Criminal Action (DIAP). The PJ emphasized that the investigation is far from complete, stating that the objective is to fully map the criminal network, identify additional accomplices, and assess the scale of cross-border drug distribution.

Authorities continue to analyze seized materials and follow financial transactions to identify the logistics and financing behind the illegal activity.

The massive cannabis seizure in Grândola highlights that strict law enforcement and regulatory oversight are imperative to prevent abuses of medicinal cannabis in Portugal.
